STRUCTURE

We are a democratically governed, grassroots, and membership-based organization. Our members vote on key policy issues and elect the National Board. The Board members, staff, and members work together to lead the organization.

Amnesty International Nepal is entirely made up of voluntary members. Different structures under the organization include:

General Assembly

The General Assembly or the General Meeting is the highest body of Amnesty Nepal and it meets annually; therefore it is also called Annual General Meeting (AGM). It is the top-most policy making body. All the Amnesty Nepal members affiliated to Groups, Youth Networks and Supporter Members’ cluster participate in this top policy-making body through their representatives. The AGM guarantees deliberation and dialogue on Amnesty Nepal’s policy, strategy, operational plan, budget, activity report and audited financial report. The AGM also adopts the by-laws and statutes of the organization. All policies, both internal and external are finalized at the AGM. The AGM is conducted in an open, democratic manner, wherein every two years, the election of the National Board is held.

National Board (NB)

The National Board (NB) is elected by, and accountable to, the General Assembly. The National Board, elected every two years, constitutes Chairperson, Vice-chairperson, General Secretary, Deputy General Secretary, Treasurer and Seven Members inclusive of two Youths of which one is a female. It prepares policies to ensure implementation of decisions of the Global Assembly. It further follows recommendations and decisions taken at the AGM and ensures successful implementation of the same. Additionally, it reviews and evaluates activities of Amnesty Nepal, Amnesty Groups and Youth Networks. The role of the National Board is to take decisions on behalf of Amnesty Nepal, govern the National Secretariat and the membership to implement the strategy laid out by the General Assembly and ensure compliance with the organization’s local statute and AI’s global core standard.

Appeal Committee (AC)

An Appeal Committee is a committee of three members (a coordinator and 2 members), who are elected at the AGM in every two years. The mandate given to the Appeal Committee is to receive appeals against the decision of the NB. Any member can make an appeal before the Appeal Committee in order to maintain work within the values of Amnesty as well as ensure that there are no violations committed by the members and Groups. The AC enjoys the right to alter the NB’s decision, if upon inquiry it is of the opinion that decision was incorrect or decided on unfair grounds. The decision of the Appeal Committee will be the final and binding. The committee ensures that the Groups and members are working within the framework of their power, functions and duties.

National Secretariat (NS)

The National Secretariat, which is the implementing body of Amnesty Nepal, is responsible for the conduct and daily affairs of Amnesty Nepal under direction from the National Board. The secretariat implements the decisions taken at the AGM as well as decisions and directives from the NB. The NS is responsible for carrying out activities as suggested by different national and international structures of the Amnesty movement. More specifically, it coordinates with the International Secretariat, Regional Offices and different sections of Amnesty around the globe. The NB in consultation with the International Secretariat of Amnesty International appoints the Director of Amnesty Nepal who takes charge as the head of the National Secretariat.
