गङ्गामाया अधिकारी लगायत नेपालको द्वन्द्वकालीन अपराधका पीडितहरूको न्यायको मागप्रति एम्नेस्टी इन्टरनेसनलन नेपाल समर्थन गर्दछ
गङ्गमाया अधिकारी लगायत वि.सं. २०५२ देखि २०६३ सम्म चलेको नेपालको सशस्त्र द्वन्द्वका क्रममा भएका अपराधका पीडितहरूका लागि न्यायको आवाज उठाइरहेका नेपालका पिडित समूहहरू, नागरिक समाज सङ्गठनहरू र राष्ट्रिय मानवअधिकार आयोगप्रति एम्नेस्टी इन्टरनेसनल नेपाल ऐक्यबद्धता व्यक्त गर्दछ ।
गङ्गामाया अधिकारीले भोक हड्ताल थालेको आज २१ दिन बितिसक्दा पनि नेपाल सरकारबाट देखिने गरी कुनै काम नभएको र अहिलेसम्म गङ्गामायाप्रति दर्शाएको जवाफहीनताले एम्नेस्टी इन्टरनेसनल नेपाल गहिरो रूपमा चिन्तित भएको छ । न्यायको आवाजप्रतिको सरकारको चरम उदासिनताका कारण २०७१ असोज ६ गते ३२९ दिनको भोक हड्तालपछि गङ्गामायाकी श्रीमान नन्दप्रसाद अधिकारीको दुःखद् निधन भएको बारेमा एम्नेस्टी इन्टरनेसनल नेपाल जानकार छ ।
राष्ट्रिय र अन्तर्राष्ट्रिय कानुनअन्तर्गतको सन्दिग्ध पीडकलाई गिरफ्तार गरी प्रभावकारी अनुसन्धान गर्नुपर्ने तथा गङ्गामाया लगायत आफूमाथि अन्याय भएको दावी गर्ने सबै पीडितहरूलाई शीघ्र न्याय प्रदान गर्नुपर्ने दायित्त्वका बारेमा एम्नेस्टी इन्टरनेसनल नेपाल सरकारलाई स्मरण गराउँदछ ।
आफ्नो छोराको हत्यामा संलग्न भएकाहरूको विरुद्ध कानुनी कारबाही गर्ने अधिकरीहरूको कानुनी दायित्त्वलाई स्मरण गराउन समेत भोक हड्ताल जस्तो विषम छनोटलाई अन्तिम अस्त्रका रूपमा प्रयोग गर्नुपर्ने अवस्था रहनु एकदमै दुर्भाग्यपूर्ण कुरा हो ।
“गङ्गामाया अधिकारीको स्वास्थ्य गम्भीर बन्दै गइरहेको यस अनसनरत अवस्थामा उनको जीवन रक्षाका लागि उपाय खोज्ने विषयमा राष्ट्रिय मानवअधिकार आयोगका अध्यक्ष र प्रधानमन्त्रीका बीच हाल चालु संवादका बारेमा एम्नेस्टी इन्टरनेसनल नेपाल जानकार रहेको छ । यस पहललाई स्वागत गर्दैगर्दा हामी गङ्गमाया अधिकारी लगायत द्वन्द्वकालीन मानवअधिकार उल्लङ्घनका सबै पीडितहरूलाई न्याय प्राप्त हुने बाटो निर्माण गर्ने दिशामा ठोस कार्यहरू गर्न तथा विश्वसनीय सङ्क्रमणकलीन न्याय प्रकृयाका सवालमा सर्वोच्च अदालतका फैसलाहरूलाई कार्यन्वयन गर्न अधिकारीहरूसमक्ष गम्भीर आग्रह गर्दछौं,” एम्नेस्टी इन्टरनेसनल नेपालका अध्यक्ष राजनप्रसाद कुईंकेलले भन्नुभयो ।

Amnesty International Nepal Supports Calls for Justice to Ganga Maya Adhikari and other Victims of Nepal’s Conflict-era Crimes
Amnesty International Nepal stands in solidarity with the National Human Rights Commission (NHRC), civil society organizations and victims’ groups in Nepal who have been relentlessly raising their voices for justice to Gangamaya Adhikari and other victims of the crimes committed by both the state and non-state actors during Nepal’s 1996-2006 armed conflict.
Amnesty International Nepal is deeply troubled by the lack of response and visible actions on the part of the Government of Nepal even as it has already been 21 days since Gangamaya Adhikari has resorted to the hunger strike. Amnesty International Nepal remains cognizant of the unfortunate death of Nanda Prasad Adhikari, husband of Ganga Maya Adhikari, on 22 September 2014 after 329 days of the hunger strike occasioned by the Government’s blatant disregard for the calls to justice.
Amnesty International Nepal reminds the Government of its obligation under both national and international law to conduct effective investigation including by arresting the alleged perpetrators, and promptly deliver justice to all those including Gangamaya who claim of injustice done unto them.
It is very unfortunate that victims of crimes such as Gangamaya Adhikari is compelled to take the extreme choice of hunger strike as the only resort to remind the authorities of their lawful duty to take legal actions against those involved in the killing of her son.
“Amnesty International Nepal is aware of the ongoing dialogue between the Prime Minister of Nepal and the Chairperson of NHRC towards finding a way-out for saving the life of hunger-striking Gangamaya, whose health is reported to have seriously deteriorated. While welcoming this, we urge for concrete actions by the authorities towards paving the way for justice to Gangamaya Adhikari and the rest of the victims of the conflict-era human rights violations including through implementing the Supreme Court’s decisions requiring a credible transitional justice process” said Rajan Prasad Kuikel, Chair of Amnesty International Nepal.
