Responding to the news of death of an individual and two others sustaining critical injuries after being hit with bullets at a clash that occurred between protesters and security personnel in Bardibas, Mahottari district on Tuesday, November 24, 2020, Nirajan Thapaliya, director of Amnesty International Nepal said:
“It’s deeply worrying to see yet another instance of excessive use of force by the security personnel while controlling a demonstration leading to death and severe injuries of protesters in Nepal. There must be an immediate investigation into the incident and steps must be taken to ensure that those responsible are brought to account. Law enforcement officials should follow the principles on the use of force which allows the use of firearms only when less dangerous means are not practicable and only to the minimum extent necessary.”

Background:
A six-year-old girl was found murdered in Bardibas, Mahottari on Monday, November 23, 2020. Preliminary investigation found that she had been raped prior to her death. Police has arrested the alleged perpetrator who has reportedly confessed to the crime. On Tuesday, relatives of the victim and local residents took to the streets demanding strict action against the perpetrator. The demonstrators allegedly set the accused’s house on fire resulting in a violent clash between security personnel and protesters. According to media reports, police hurled 22 tear gas cylinders and opened fire into the crowd. Three individuals were critically injured. On Wednesday, November 25, 2020 one of them died.

“नेपालमा प्रदर्शन नियन्त्रण गर्ने क्रममा सुरक्षाकर्मीहरूद्वारा मृत्यु र गम्भीर घाइते हुनेगरी प्रदर्शनकारीमाथि बलको अत्यधिक प्रयोग गरेको यो अर्को घटना एकदमै चिन्ताजनक छ । यो घटनाको तत्काल छानबिन गरिनुपर्दछ र यसमा जिम्मेवारलाई जवाफदेही बनाउने कुरा सुनिश्चित गर्नका लागि आवश्यक कदम चालिनुपर्दछ । कानुन कार्यान्वयन गर्ने अधिकारीहरूले बलको प्रयोगसम्बन्धी सिद्धान्तलाई पालना गर्नुपर्दछ जसअनुसार कम जोखिमयुक्त बल प्रयोगका माध्यमहरू अव्यवहारिक भएको अवस्थामा मात्रै बन्दुकको प्रयोग गर्न मिल्छ र यस्तो बल सक्दो कम प्रयोग गर्नुपर्दछ ।”
