बौद्धिक अपाङ्गता भएका व्यक्तिको मृत्युदण्ड रोक्न फ्लोरिडाका गभर्नरलाई तुरुन्त आग्रह गरौँ
यही ३ मार्च अर्थात फाल्गुन १९ गते अमेरिकाको फ्लोरिडा राज्यमा बिली लिओन किअर्स (Billy Leon Kearse) लाई दिइएको मृत्युदण्डको सजायलाई कार्यान्वयन गर्ने तय गरिएको छ।
५३ वर्षीय अस्वेत बिली किअर्सलाई सन् १९९१ मा एक स्वेत प्रहरी अधिकृतको हत्या अभियोगमा मृत्युदण्ड सुनाइएको थियो। घटना हुँदा उनी १८ वर्ष पुगेको केवल ८४ दिन मात्र भएको थियो। उनको बाल्यकाल गरिबी, दुर्व्यवहार र बेवास्ताले प्रभावित थियो। साथै, एक विशेषज्ञले उनी बौद्धिक अपाङ्गता भएको व्यक्ति भएको निष्कर्ष निकालेका छन्। उनीद्वारा भएको अपराधको समयमा उनको दिमागी अवस्था वयस्कको जस्तो नभएको र यस्तो न्यून मानसिक विकासको अवस्थाका व्यक्तिलाई मृत्युदण्डको सजाय कार्यान्वयन गर्नु अमानवीय र अस्वीकार्य हुन्छ।
मृत्युदण्ड आफैंमा क्रूर, अमानवीय र अपरिवर्तनीय सजाय हो। यसले व्यक्तिको बाँच्न पाउने अधिकार र यातनाविरुद्धको अधिकार उल्लङ्घन गर्दछ, जसलाई मानवअधिकारसम्बन्धी विश्वव्यापी घोषणापत्र लगायत मानवअधिकारसम्बन्धी अन्य दस्तावजेहरूले सुनिश्चित गरेका छन्।

The execution of Billy Leon Kearse is scheduled to be carried out on 3 March (19 Falgun) in Florida, United States.
A 53-year-old Black man, Billy Kearse, was sentenced to death in 1991 for the killing of a white police officer. He was only 84 days past his 18th birthday at the time of the offense. His childhood was marked by poverty, abuse, and neglect. In addition, an expert has concluded that he has an intellectual disability. His mental development at the time of the crime was not comparable to that of a fully mature adult, and executing a person with such diminished intellectual capacity is inhumane and unacceptable. We call on the Governor to halt this execution and commute his death sentence.
The death penalty is inherently cruel, inhuman, and irreversible. It violates the right to life and the right to be free from torture, as guaranteed by the Universal Declaration of Human Rights and other international human rights instruments.
